Most notably, the bill creates the "Supply Chain Innovation Grant Program", which awards grants to certain companies and projects selected by employees within the Department of Commerce and the Department of Transportation. This bill, the Resiliency and Safe Structures Act, blocks localities from enacting any ordinances that would prohibit a property owner from demolishing an unsafe building in disrepair and redeveloping the property with a new structure, if the property is on the water side of the "coastal construction control line."
