Reducing the Scope of Government by Allowing a Homeowners Association to Procure its Own Water Supply Apart from the City of Jackson.

This bill allows counties and municipalities with small populations below 22,500 to opt out of requiring construction permits if they decide to do so by their board of supervisors.
