This bill extends the Arizona Office of Economic Opportunity for an additional 4 years, until July 2027. The purpose of this office "is to expand economic opportunities for all Arizonans by leading the analysis and evaluation of the state's population and economy, investing in workers, families, and communities to power Arizona's economic growth." Oppose is the Limited Government Position as "investing in workers, families, and communities" is not a core nor necessary function of government. The free-market and private industry - not central planning by government bureaucrats - is many times more effective in growing the economy. The 2024 budget included over $17 million for the office. The state must pursue every available avenue to reign in its out-of-control spending, which, when coupled with the over $185 trillion federal liabilities, represents the greatest existential threat facing this country.

Fueling Tens of Millions in Wasteful Spending by Extending the Unnecessary Arizona Office of Economic Opportunity for Another 4 Years.

This bill serves as a proactive attempt to block Central Bank Digital Currencies (CBDC) issued by the U.S. Federal Reserve System. The bill prohibits CBDC issued by the federal government from being the "subject or medium of payment of any contract, security or other similar instrument in this state." Support is the Limited Government Position as President Biden issued an executive order to study creation of such a currency under the guise of protecting consumers from decentralized cryptocurrencies and a way to crack down on financial crimes. The creation of a CBDC serves as an existential threat to individual liberties and privacy and will further grow government control over the economy. The Fed has already placed the U.S. dollar in dire jeopardy of destruction through its reckless quantitative easing and expansionary practices.

The certificate must be renewed every two years and includes a number of requirements surrounding disclosures, compliance with other regulations and document retention. The nation has already witnessed first-hand the disastrous consequences and cost of growing government regulatory power in healthcare (i.e. Obamacare).

Imposing an Overreaching New Licensing Regime on Pharmacy Benefit Managers, Including New Disclosure and Document Retention Mandates.

This bill, the "Preventing International Influence on Public Health Emergencies Act of 2023", prohibits the state and local government from using any resources to enforce a public health emergency order that is based on "an agreement or recommendations from an international governmental organization", such as the World Health Organization. The bill also limits public health emergencies declared by the Governor to seven days, unless approved by 2/3 of each house of the legislature, and prohibits the Governor from ordering lockdowns or business closures as part of a public health emergency. Support is the Limited Government Position as this measure strengthens individual liberties and protects against government overreach, as countless governments abused their authorities during the COVID-19 pandemic.

Strengthening Individual Liberties by Placing Limits on "Public Health Emergencies".

This bill allows the Director of the Department of Health Services to establish a licensing regime for dietitians, which requires paying a fee, holding a bachelor's degree, and obtaining a national certification. The license must be renewed every two years. The bill also amends existing law to now require dietitians be licensed to be able to order diets, nutritional supplementation, laboratory tests, and other orders in a hospital. Oppose is the Limited Government Position as this bill represents one of the very worst forms of cronyism and government overreach. This government mandate merely exists to enrich the schools and organizations (who heavily lobbied for the bill) that provide education and credentialling for this service.

Worsening Government Overreach and Cronyism by Imposing a New Licensing Regime on Dietitians to Enrich Educational Institutions.

This bill allows individuals convicted of a felony offense involving use or possession of a controlled substance to now receive SNAP benefits as long as they are just in compliance with the terms of their probation, including any drug testing requirements. Previously, a person was required to also meet additional requirements to receive benefits, such as completing a substance abuse treatment program. The bill also eliminates the requirement that the Arizona Department of Economic Security adopt rules imposing more frequent drug testing if the conviction occurred within 24 months of an application for benefits. Oppose is the Limited Government Position as this measure decreases incentives for individuals to become self-sufficient and overcome addiction, which oftentimes leads to intergenerational poverty. Instead of increasing welfare eligibility, lawmakers should work to reduce government barriers to employment and help empower the private sector to care for individuals who are in need.

Discouraging Self-Sufficiency by Decreasing the Requirements Individuals Convicted of Felony Drug Offenses Must Meet to Receive SNAP Benefits.

This bill expands the list of offenses that occupational licensing boards cannot utilize as a basis for denying an individual an occupational license, particularly drug offenses. The bill includes exceptions relating to occupations in which an applicant would owe a fiduciary duty to a client. Support is the Limited Government Position as most of the state's occupational licensing boards impose either overreaching mandates or govern professions that should not be regulated. This bill helps reduce barriers for individuals with previous criminal records to obtain employment, a critical component to lowering recidivism.

Combatting Overreach by Occupational Licensing Boards by Ensuring Individuals with Certain Criminal Convictions Cannot be Denied a License Solely Due to their Records.

This bill accelerates the gradual reduction of the state's small business tax rate from 3% to 2.5% beginning in 2023. Previously, the tax rate would not have reached 2.5% until 2025. Support is the Limited Government Position as these tax cuts will encourage new businesses in Arizona and unleash economic growth by keeping a greater amount of resources in the private sector where they can be reinvested. This bill prohibits the state of Arizona from establishing any regulation which forces a bank or financial institutions to use a "social credit score" when evaluating whether to lend to a customer. Support is the Limited Government Position as this bill prevents government intrusion into the marketplace which would infringe the right of private financial institutions to set their own policies and lending decisions.

Protecting Banks from Government-Imposed Mandates Surrounding Utilization of "Social Credit Scores" to Evaluate Customers.

This bill requires legislative approval for any agency rule that is estimated to increase regulatory costs by more than $500,000 within 5 years, or "have an adverse impact on economic growth" of more than $500,000 within 5 years.
