This bill expands the list of offenses that occupational licensing boards cannot utilize as a basis for denying an individual an occupational license, particularly drug offenses. The bill includes exceptions relating to occupations in which an applicant would owe a fiduciary duty to a client. Finally, employers are required to report previous employees for actions, such as refusing to return to work or failing to appear for a scheduled interview. Support is the Limited Government Position as combatting fraud within the state's unemployment insurance system is critical to maintaining low payroll taxes for businesses, which are forced to pay into the system. The bill also eliminates the requirement that the Arizona Department of Economic Security adopt rules imposing more frequent drug testing if the conviction occurred within 24 months of an application for benefits.
