The original bonding requirements acted as a protection if the contractor can't complete the project. While the bill does allow localities to limit outdoor dining on public property, limit outdoor dining capacity, and require barriers, it restricts a municipality from outright banning outdoor dining. This bill removes the minimum wage exemption for domestic workers in the Rhode Island Payment of Wages Act. Previously, domestic workers were not considered "employees" under the RIPWA and were only guaranteed the federal minimum wage of $7.25 per hour.
