The bill does not apply to the Department of Corrections, Department of Juvenile Justice, Virginia Port Authority, or a public institution of higher education. This bill creates the "Dairy Producer Margin Coverage Premium Assistance Program Fund", which utilizes taxpayer funds to cover the premium dairy farmers pay under the federal Dairy Margin Coverage Program. This program, heavily subsidized by federal taxpayers, provides insurance for dairy farmers if the price of milk drops. Oppose is the Limited Government Position as taxpayers - at any level of government - should not be forced to subsidize the dairy industry. All industries and businesses have unique risks and challenges and it is not the role of taxpayers to subsidize or bailout any industry.

Further Enriching Dairy Producers by Forcing Taxpayers to Pay the Fee Producers are Supposed to Pay Under the Crony Federal Dairy Producer Margin Coverage Welfare Program.

This bill establishes new regulations on the business agreements between soft drink companies and bottlers who sell the products. Under the bill, soft drink companies must now accept the transfer of a bottlers business to another entity and agree to transact with the new entity unless the soft drink company shows in writing the new entity does not meet its qualification requirements. Oppose is the Limited Government Position as this bill utilizes the power of government to interfere in private contracting agreements to provide more favorable outcomes to one party (bottlers) over another party (soft drink companies). Lawmakers should not further expand the size and scope of the regulatory state to interfere in the free market.
