Under the bill, a small employer is one with an average of 2-50 employees (previously an average of 1-100 employees). Existing law requires the Commissioner of the Department of Insurance to grant a small employer a waiver of this requirement if the employer shows that it has caused an increase in premium costs of 2.5% or more. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.

Hiking Health Insurance Premiums by No Longer Providing Small Businesses a Waiver from the Autism Spectrum Disorder Coverage Mandate.

This bill strengthens religious exemptions to state-mandated vaccination requirements for attending public schools and childcare facilities.
